Constitution of LiveLine Angling Club

The Club shall be known as the Live Line Angling Club founded 1967. The Club is hereby declared to be a club primarily devoted to promoting the act of Fly Fishing. Membership shall consist of Ordinary, Associate and Retired.

Ordinary members

Must be permanent employees of PowerSystems and a member of the PowerSystems Social & Recreational Club

Associate members

Associate members must also pay annually to the Edinburgh Sports & Social Club such monies as decided by that body. Associate members are entitled to fish in all Club outings and Club competitions. They may take part in the ScottishPower competitions if spaces available but can not be awarded the prizes. Normally a special prize is awarded to the Non-competitor

Retired members

Must have been Ordinary or Associate members of the LLAC prior to retirement or members of the Sports & Social Club.

Subscription

Paid annually by Ordinary, Associate and Retired members and will be such sums as are decided at the AGM. No entry for any Club outing or competition will be accepted until the current subscription is paid. A period of one month shall be allowed for payment of subscription after which any member failing to forward the subscription to the Treasurer shall be deemed to have resigned from the club. Resignation should be intimated in writing to the Secretary.

Meetings

AGM shall be held in March for the purpose of receiving the Chairman's report and the Treasurer's balance sheet duly audited and certified by the Club Auditor, electing office bearers and members of the committee for the following year. Associate and retired members may serve on the committee. Quorum of AGM two officials and five club members. Notice will be given 14 days in advance by post or e-mail. Modification of the club rules can only be undertaken at the AGM or an Extraordinary GM. Notice of any alterations to the constitution must be notified in writing to the secretary at least 7 days prior to the meeting The committee reserves the right to call an Extraordinary GM at any time or on receipt of a notice of motion signed by eight members subject to 14 days notice to all members.

Office Bearers

Shall consist of the following officials: President, Chairman, Treasurer, Secretary, Weights Secretary and four committee members.

President

Chairman

Shall preside at all meetings of the Club and in his/her absence the meeting shall elect its own chairman. At all meetings the chairman shall have (in addition to his own deliberate vote) a casting vote should the votes be equally divided.

Treasurer

Shall receive all monies (in marked envelope) and on authority of the Committee disburse all monies to and from the Club. He will also prepare all financial statements and be responsible for all books and papers appertaining to LiveLine Angling Club account.

Secretary

Shall conduct the correspondence and business of the Club. He shall keep a register of members and a Minute Book in which subject to the instructions of the Committee he shall regularly enter all proceedings of the Club. He shall also attend all meetings of the Club where his presence is required and take charge of all appropriate papers.

Weight Secretary

Shall keep a record of all catches and report progress of members during the season.

Fishing laws

Members of the Club must at all times comply with the laws regarding fishing for game fish. Members must also comply with local regulations and restrictions when fishing any water. All fish must be caught with the rod and flies being worked by the angler. Foul hooked fish shall not be presented towards Club competitions therefore towards Club Championship. Anglers fishing 3 per boat will change position every hour or as mutually agreed. The person controlling the boat by oars or outboard will have command of the boat. The costs of the outings will be announced at the AGM by the Treasurer, he retains the right to alter costs during the season.

Insurance

The Treasurer shall be responsible for all insurance policies and for necessary premiums being paid from Club funds.

Teaching

The Club undertakes to provide equipment for teaching fishing to any Club member.

Outings

The Club undertakes to provide day and evening outings for Club members. Guests may be allowed on these outings if places are available, but will not be extended the discounted price. Guests are not allowed to participate in Club Competitions or Club Championship.

Places

Places in an outing where a limited number of rods are available, allocation shall be by ballot at the night of the meeting to which notice was given. All members wishing to take part will be balloted present at the meeting or not. In the event of places not being filled, guests will be invited or boats canceled. Any member who requests and is allocated a place and is unable to attend must make every attempt to find a replacement from the Club membership, failing that the member should notify the Chairman or Secretary who will then try and find a replacement. If no replacement is found and the Club incurs any expense, the member shall pay the full cost. The only exception will be sickness or sudden work commitment. In the event of members being balloted out of an outing said outing would still count towards the Club Championship. Members balloted out will be guaranteed a place at the next outing to that venue.

Club Championship

Shall be decided annually in the manner agreed at the AGM.

Power to wind up

The LLAC shall be governed by a three-fourths majority of the members present at a special meeting called for that purpose. All Trophies and all other assets (after all liabilities have been paid) shall be handed to the Edinburgh Sports and Social Club for safe keeping, on the understanding that the said trophies and all assets will be forwarded to the next recognised body of anglers.

The above rules and regulations shall have all the force and be equivalent to a deed subscribed by the whole membership of the Club present and future.
